Russia's Legal Pressure on Latvia and Election Interference Risks in 2026

In the modern international arena, Russia increasingly uses legal instruments to discredit Latvia and apply long-term pressure on its policy toward Russia and the Russian-speaking population. According to Latvia’s Constitutional Protection Bureau (SAB) in its 2025 report, this was named as one of the key directions of Russian activity.

In the open section of SAB’s briefing, it is emphasized that Russia’s aim is to weaken the Western coalition at both national and international levels. Experts from the Bureau note that in recent years Moscow has perceived the West as an existential threat to the regime ruling in the Russian Federation.

Key findings of SAB

According to SAB’s assessment, Russia will continue to pose a serious military threat to European countries and NATO, and the militarization of the Russian economy will continue even after the potential end of the war in Ukraine.

According to the Bureau’s data, Latvia’s perception by Russia is becoming increasingly similar to Russia’s attitude toward Ukraine before a full-scale escalation. Currently there is no direct military threat, but there are several signs indicating possible long-term plans.

According to SAB’s findings, the classified portion of the annual report will be considered by the Cabinet of Ministers and the National Security Committee of the Latvian Parliament.

According to Viktor Makarov, the Latvian MFA’s Special Representative for Digital Affairs, the risks of foreign interference in Latvia’s Saeima elections by Russia are increasing.
