They know he won’t go, it’s just a power play so they can say they offered and make him out to be difficult.
It isn’t even the case that if he agreed he’d be assassinated – it would make zero difference to the war in terms of Ukraine’s power, Zelensky already has a chain of people set up to replace him if anything happened, and is planning to stand down once the war ends anyway. For Russia’s part, they’d be hit even harder with sanctions and have frozen assets freed up to pay for Ukraine.
It’s simpler than people are making out – Russia are just offering up a non-offer to make it look like they’re being reasonable when they arent.
