January the 29th, 2026 – Big Zagreb Airport hotel and complex plans have fallen very short, with absolutely zero offers to carry out the estimated 40 million euro job.
As Poslovni Dnevnik writes, Zagreb Airport d.o.o. has failed rather spectacularly to attract investors for the construction of a new hotel and retail and business complex. These facilities would be part of the planned development of the so-called “Airport City” near the terminal building itself, worth around 40 million euros. This has otherwise been its second attempt to attract interest and offers in just a few months.
The selected investor was to receive a 50 year construction right for the massive project, with the possibility of an extension for a further 49 years.
After the publication of an international public tender last year, no investors responded, and a repeated call also failed to arouse interest. An e-mail invitation was sent out to 5,783 e-mail addresses worldwide, targeting investors, hotel chains and consultants operating within the hospitality sector. The company noted that 32.2% of those e-mails were opened, and there were a total of 97 visits to the Zagreb Airport website, where the tender terms were published in greater detail.

“Unfortunately, we’ve failed to receive a single expression of interest after the second repeated call was sent out. To submit an expression of interest, applicants needed to submit the appropriate registration and pay a fee of 5,000 euros as proof of serious intent,” the company announced.
Zagreb Airport has already prepared a conceptual design for the future hotel and complex in two variants, and a location permit has even been obtained for one already.
According to the feasibility study they previously prepared, the total investment is estimated to stand at a whopping 40 million euros. The conceptual design used as a basis is a hotel boasting 172 rooms and a shopping and business centre with additional facilities situated right next to it. It is important to emphasise that according to current urban planning parameters, the maximum capacity of the hotel is 500 beds and that the shopping and business centre must have facilities that serve the airport and its passengers directly.
The land in question spans an area of 18,000 square metres, is regular in shape and has all the necessary infrastructure. It is located in the immediate vicinity of the old airport’s passenger terminal.
