Germany is solidifying its position as one of the world’s top destinations for international students. According to the German Academic Exchange Service (DAAD), more than 420,000 students and doctoral researchers from abroad are now enrolled at German universities in the 2025/26 winter semester. That’s up from around 402,000 just a year ago – a clear sign of steady, long-term growth.
Over the past five years, Germany has seen a remarkable increase in international enrolments:

- 2021/22: ~305,000
- 2022/23: ~345,000
- 2023/24: ~380,000
- 2024/25: ~402,000
- 2025/26: ~420,000+
The number of first-year international students also continues to climb, hitting around 99,000 this year, a nine percent increase from the previous academic cycle.
India Leads the Surge
Indian students are a driving force behind this growth. Over the past five years, enrolments from India have more than doubled – from roughly 20,810 in 2018/19 to nearly 60,000 today. India now ranks as the largest source country for international students in Germany, reflecting the country’s growing appeal in STEM, business, and research fields.
Indo-German Higher Education Roadmap
The Indo-German Higher Education Roadmap, announced in January 2026, adds a major boost to bilateral academic cooperation:
- Institutional partnerships: Universities will collaborate on joint research programmes, dual degrees, and faculty exchanges.
- Campuses in India: German universities are invited to establish physical campuses in India under India’s National Education Policy (NEP 2020).
- Easier mobility: Streamlined student and scholar visa processes will expand cross-border academic opportunities.
- Research and skilling: Cooperation will target future-focused sectors, such as renewable energy, aligning education with industry needs.
This roadmap is expected to further increase Indian student enrolments in Germany and strengthen research and professional pathways for graduates in both countries.
