I suppose a rule like that makes some sort of sense. With out government permission you’re just a guy shooting at other guys which is something of a no no. And I guess it adds a bit of separation from what they do, so if something does happen that they can’t come down on the country as hard since the have a rule prohibiting the move
But I still wouldn’t have even thought to ask about something like that

For some reason this made it sound like Poland had a law that specifically made it illegal to serve in the Ukrainian army, thankfully not the case. But also not something that even occurred to me as being illegal, but it makes sense.
