An association of former security structures BelPol published a list of 120 Belarusian companies that, according to them, directly or indirectly support the continuation of Russian aggression against Ukraine. The list mentions various enterprises and institutions, among which are named: “Peleng”, the Diaproektor Plant (Rogachev), the Svitlo Plant (Zhlobin), “Laser Instruments and Technologies”, Minsk Wheel Tractor Plant, “Integral”, “Thermoplast”, MAZ, Minsk Bearing Plant, optical plant “Sfera”, “Belshina”, “Belinvestbank”, correctional colonies No. 2 (Bobruisk) and No. 9 (Horki), Belarusian Railways, and others.

According to BelPol materials, these enterprises allegedly manufacture microchips and other components for weapons, combat equipment, missiles and munitions, as well as lenses, sights and assemblies for them, laser guidance channels and other parts for military equipment. Such a set of production chains, according to the materials, allegedly supports the Russian defense sector.

The list also includes organizations that, according to BelPol materials, are involved in sanctions-evasion schemes – they provide component supply, logistics, and financial support for weapons manufacturers. The list also includes banks that, it is claimed, handle payments for purchases of parts and technologies, as well as for financing the expansion of defense production.

Specifically, the State Enterprise “Special Communications” is mentioned as a structure that carries out “cash transport during arms trade”.

behind these 120 companies, the gathering of evidence is complete, and participation in fulfilling the defense order in favor of the aggressor state’s army has been proven not “in full”, not “by feeling”, but with 101% confidence.

Such publications draw attention to the economic and logistical links between the Belarusian manufacturing sector and the Russian defense-industrial complex in the context of the war against Ukraine. They also underscore the importance of analyzing supply chains, which can affect sanction mechanisms and export controls.

    Context, Implications and Next Steps

The BelPol material may serve as a basis for further investigations into the role of Belarusian enterprises in supporting aggression and for discussing sanctions tools, in particular controls on dual-use goods and on financial flows in the production of defense equipment.

Expert attention to the details in the publication may stimulate a deeper analysis of the real connections between Belarusian manufacturing and the Russian defense sector, as well as the impact of such supply chains on regional security and the economy.
