The Ministry of Sports has sent Gazeta Express detailed reports on capital stadium projects in Kosovo, following the media outlet’s official request.

The documents shed light on the spending to date, total contract values and completion dates for some of the country’s largest sports projects. However, beyond the millions in figures, progress on the ground remains uneven and in some cases worrying.

The data shows that planned investments for the main stadiums amount to over 36 million euros, while only a portion of them has been spent so far.

Mitrovica: Over 6 million spent, but with delays

The “Adem Jashari” Stadium project in Mitrovica remains the most financially advanced, but even here there have been no shortage of problems.

Total contract value: € 12,394,800.00

Spent so far: € 6,097,433.54

Remaining to be invested: € 6,297,366.46

The economic operator is H & B – Consulting LLC, with a contract signed on 14.06.2019 and a term of 24 months, although more than six years have already passed.

Expenditures by year:

2020: € 550,000.00

2021: € 1,204,270.00

2024: € 3,245,326.83

2025: € 1,097,836.71

The Ministry of Sports itself admits that there have been delays in this project, justifying them with the lack of a master plan and construction permit, not with the company.

Current completion deadline: 31.12.2026

Suhareka: Project worth over 10.9 million euros, but without field works

The Suhareka stadium is still in its initial stages in the documents.

Contract value: € 10,971,578.49

Spent so far: € 942,921.00

Remaining for investment: € 10,028,657.49

The contractor is H & B – Consulting LLC, with a project duration of 36 months.

The ministry says there are no delays, but Gazeta Express learns that concrete works have not yet begun on the ground, which raises questions about the real pace of the project.

Planned deadline: 07.08.2028

Gjilani: Contract over 12.7 million euros after many years without a stadium

The Gjilan Stadium project is also in its initial phase.

Contract value: € 12,783,110.01

Spent so far: € 2,417,457.91

Remaining for investment: € 10,365,652.10

The works were carried out by B&M Group SHPK.

The Ministry of Sports emphasizes that no delays have been reported, however, it should be noted that Gjilan has been left without a functional stadium for years and the project has started much later than the city’s needs.

Planned deadline: 19.05.2027

Gjakova and Peja: still no concrete developments

I bled: The project was contracted by the Municipality of Gjakova. Meanwhile, the grass in the stadium dried up almost immediately, reflecting a lack of maintenance and planning.

Peja: The project is still in the bid evaluation phase and without a signed contract.

How much money is planned in total?

Based on the three main stadiums:

Mitrovica: €12,394,800.00

Suhareka: €10,971,578.49

Gjilan: €12,783,110.01

Planned total: € 36,149,488.50
Total spent: € 9,457,812.45
Remaining for investment: € 26,691,676.05

The Ministry emphasizes that the contracts are of the “Turnkey” type and are supervised at two levels, adding that there are no complaints, irregular payments or violations of the FIDIC Silver Book.

Reports show a large financial commitment to sports infrastructure, but the pace of implementation continues to be slow, a problem that has accompanied Kosovar sports for years.

With Kosovo aiming to be ready for the 2030 Mediterranean Games, it remains to be seen whether the projects will accelerate. So far, the country’s sports infrastructure continues to move at a snail’s pace, while most of the millions still wait to materialize on the ground. /Gazeta Express/
