The Government of Sweden plans to create reserves of essential goods, including fuel, food, and energy generators, to be ready for crises or possible armed conflict. Such stocks are intended to boost the country’s resilience during various emergencies in the region.
According to official sources, local communities will be allocated 1.4 billion kronor (about 150 million US dollars) for preparedness and strengthening civil protection.
The distribution of funding envisages: about a third of the funds will go to equipment for civil defense, including generators; another third will be directed to creating local reserves of essentials; the rest will be used to develop infrastructure with the capacity for secure gathering of leadership in strategically important communities.
Context of the initiative and expected consequences
This initiative is part of Sweden’s broader efforts to prepare for a possible crisis and war after a long period of reduced defense spending following the end of the Cold War.
It is noted that last week the Swedish central bank recommended that citizens keep about $110 in cash per adult in case digital payment systems fail during a conflict or crisis.
In the coming months, the country’s military leadership has intensified its appeal to the public with advice on increasing defense and civil resilience, emphasizing that Sweden cannot wait for a threat – preparations must be stepped up now.
In 2024, the government mailed a brochure to every home with instructions on how much drinking water to store and how to access news during power outages.
“This brochure informs citizens what they should do to avoid becoming an unnecessary burden in case of a crisis. The government also must fulfill its part of the bargain, and we are doing so thanks to these investments.”

There is also a plan to allocate substantial funds for air defense aimed at protecting civilians and critical infrastructure, with plans to spend more than 15 billion kronor.
In summary, these steps signal Sweden’s strengthened national security and readiness to respond to crisis events increasing in the region by bolstering civil defense and ensuring essential resources for the population.
