National Assembly Speaker Woo Won-sik on Tuesday said a national referendum on constitutional amendments must be held concurrently with the June 3 local elections.
Woo made the remark during a news conference as he called on rival political parties to form a special committee by next Tuesday to address the matter, stressing that in order to hold a national referendum on election day, a bill on amending the Constitution must be proposed by April 7.
The speaker proposed that amendments to the Constitution include stronger parliamentary control over martial law, the spirit of the May 18 Gwangju pro-democracy uprising and content on regional development.
Woo said revisions should be pursued in phases, first reflecting matters accepted by both the ruling and opposition camps.
Constitutional amendments require a two-thirds majority vote in the National Assembly.
