2025: Think about weapons and tactics
2026: Make demands <– you are here
2027: Assess feasibility of invasion
2028: Modernize armed forces
2029: Establish national interest and strategic vision
By the time the process is complete, Russia will know if invading Ukraine will be counterproductive or not.
