Estonia-backed programs have trained hundreds of educators and supported children from border regions. Learn how these initiatives aim to modernize Ukraine’s vocational training.

Estonia consistently supports the modernization of vocational education in Ukraine. This position was expressed by the Minister of Education and Science Oksen Lisovyi on Telegram, emphasizing the importance of partner support for the sustainable development of the education system.
Vocational education in Ukraine needed a deep modernization even before the full-scale war. Today this need has become more acute – the labor market is changing rapidly, and 32% of employers already report a shortage of workers with the required skills. It is telling that partners support Ukraine not only in defense but also in the development of education, recognizing its key role in ensuring the country’s resilience and recovery. One of these partners is Estonia, which has consistently supported modernization of vocational education in Ukraine

According to the minister, thanks to the initiatives of the Estonian international cooperation organization Mondo, 450 educators and administrators have undergone trainings in digital skills, mental health, and social support; teachers from 45 vocational education institutions have enhanced their digital competencies. An educational technology curriculum has also been developed, helping institutions systematically implement digital innovations.
In addition, thanks to the Easy Camp initiative, 300 children from border regions and families of veterans were able to make up for educational losses and receive psychosocial support.
The Ministry of Education and Science of Ukraine is systematically working on reforming vocational education: updating the network of institutions, simplifying licensing approaches, strengthening ties with employers, and adapting training to the real needs of the economy. And it is very valuable that in this work, beside us there are partners who help strengthen the quality of education.
These steps demonstrate Ukraine’s commitment to making vocational education modern and responsive to the needs of the economy, supported by international support.
