Putting a ZU-23 on top of a civilian apartment block constitutes the use of human shields
Whether you like Israel or not this should not be condoned at all. ZU-23’s are completely ineffective as intercepting missiles, they are designed for firing on aircraft and they can easily perform this job on the ground outside the city firing on aircraft coming near the city
The only reason these anti – aircraft batteries are on top of this apartment block is to try and deter attacks on them because any strike on them would kill civilians on the top floor
