Edit: to summarize it seems like Helsinki is thinking of people more than cars and it might feel the opposite in other cities. American style suburban sprawl seems to be coming to Finland more and non-places are on the rise where there is no real town center.
Is this the norm across Finland or is the rest of the country moving in the opposite direction?

Bigger cities – yes. Smaller cities dont have the recourses but they try.
