France and Portugal Strengthen Alliance with New Bilateral Treaty - News and Statistics

According to Euronews, a Treaty of Friendship and Cooperation between France and Portugal entered into force. The symbolic document was signed in Porto in February 2025 by French President Emmanuel Macron and Portuguese Prime Minister Luis Montenegro. It aims to strengthen ties across all areas.

The French President congratulated Antonio Jose Seguro on his election as President of Portugal last February, pledging to implement the Treaty for the benefit of both nations and for a more sovereign and competitive Europe. The agreement highlights military and defense industry cooperation, with a focus on protecting critical infrastructure and countering hybrid threats in cyberspace.

Both countries commit to further developing energy interconnections with the Iberian Peninsula, aiming to secure favorable European funding terms. This follows a significant power outage that affected Spain and Portugal in April 2025, which renewed discussions about their electrical grid connections to Europe.

Economically, the treaty outlines greater support for small and medium-sized enterprises and encourages a shift toward a sustainable blue economy in the Atlantic. A regularly convened bilateral High Level Meeting will facilitate the implementation of these policies. France was Portugal’s third largest trading partner in 2025.

The large communities of each country’s nationals in the other were noted. Over 1.7 million Portuguese nationals reside in France, forming the third largest foreign community there. Between 30,000 and 50,000 French nationals live in Portugal, a quarter holding dual citizenship, excluding tourists.

Educational cooperation will focus on recruiting and training teachers for both languages and encouraging student mobility. However, challenges persist in expanding Portuguese language instruction in France due to teacher shortages, with existing arrangements based on a 1973 agreement.

Since 2017, the French administration has pursued deeper bilateral relations with key EU partners, resulting in treaties with Germany, Italy, and Poland. A similar treaty with Spain, signed in January 2023 and ratified by France, remains unratified by the Spanish parliament, partly due to a provision for cross-participation in ministerial councils.
