Steve Nordhaus, chief of the National Guard Bureau, at the Estonian Embassy in Washington, D.C., April 29, 2026. Joined by Army Maj. Gen. Janeen Birckhead, the adjutant general for Maryland, Brig. Gen. Taivo Rõkk, Estonia’s defense attaché, and Mr. Robert Riley, National Guard Bureau Foreign Policy Advisor, the leaders met to reaffirm the relationship between Estonia and the Maryland National Guard, a security cooperation partnership established in 1993 under the Department of War National Guard Bureau State Partnership Program.
