U.S. Rep. Jared Moskowitz is dominating in the Democratic Primary for the newly drawn Florida’s 25th Congressional District.

A Beacon Insights poll released shows Moskowitz leading Oliver Larkin by 37 percentage points, at 49% to 12%, with nearly 39% of voters still undecided.

Moskowitz currently represents Florida’s 23rd Congressional District, but moved to the CD 25 race after redistricting shifted district boundaries and political demographic splits. The redraw made the CD 25 seat more competitive for Republicans. Sabato’s Crystal Ball shifted CD 25 from “Safe Democratic” to “Toss-up.”

Considering the massive shake-up in congressional races redistricting has caused, the Beacon Insights poll also included an informed choice question, with the survey providing information to voters polled about how Gov. Ron DeSantis led the redistricting effort to reduce Democratic seats in Congress. After being given that information, nearly 75% of Democratic Primary voters polled said they would prefer a moderate Democrat who can win in a tough district.

That’s an important insight because Moskowitz is seen as perhaps the most moderate Democrat in Florida’s current congressional delegation. He even previously worked in DeSantis’ administration.

Democratic U.S. Rep. Debbie Wasserman Schultz currently represents CD 25, as it was previously configured, but is expected to shift to a different district this cycle.

That means Moskowitz’s top opposition in the Democratic Primary, for now, is Larkin. But polling suggests a limited path to victory for the progressive.

Larkin, who was previously running against Moskowitz in CD 23, shifted his candidacy to CD 25 last week after previously saying he would wait until courts weighed in on the map redraw, which is being challenged by several groups. Now, Larkin says he’ll run in CD 25, assuming the maps are upheld, even though he still supports those legal challenges.

Under the new lines for CD 25, just over half of voters supported Republican Donald Trump for President in 2024 and fewer than 49% backed Democrat Kamala Harris. But Larkin’s campaign noted that Democrat Joe Biden took more votes than Trump in the district in 2020, 51% to 47%, even as Trump won Florida’s electoral votes that year.

Moskowitz has served in Congress since being first elected in 2022. Before that, he served as a Broward County Commissioner, the Florida Director of Emergency Management, a state Representative and a member of the Parkland City Commission.

Larkin previously worked on the presidential campaign of U.S. Sen. Bernie Sanders, a Vermont independent who sought the Democratic nomination in 2016 and 2020. In his own campaign, Larkin is pushing for a $25-an-hour minimum wage, Medicare for all, expanded labor rights, affordable housing efforts and democracy reforms. He has also criticized the influence of PACs in federal politics.

Through March, Larkin raised almost $328,000 and closed the quarter with about $183,000 in cash on hand.

Moskowitz, meanwhile, ended the first quarter of 2026 with more than $1.2 million on hand.

Several Republicans are currently vying for CD 25 — though more reshuffling is still possible — including Dan Franzese, Raven Harrison, George Moraitis, Scott Singer and Claudia Villatoro.
