DFS Aviation Services (DAS) and Azeraeronavigation Air Traffic Control Department (AZANS) of Azerbaijan Airlines CJSC have expanded their long-term strategic cooperation in air traffic management (ATM).
    AZANS and DAS, a subsidiary of the German air navigation service provider DFS Deutsche Flugsicherung, have maintained close cooperation for many years across ATM technologies, operational solutions, training, and digital systems development. One of the key outcomes of this partnership was the opening in April this year of a modern training center at the National Aviation Academy of Azerbaijan in Baku, established in accordance with DFS standards. The new center is regarded as a strategic platform for professional training, innovation, and human capital development in regional air traffic management.
    Under the memorandum, the parties will further deepen cooperation in the development and implementation of next-generation ATM systems for Azerbaijan’s international and regional airports. The next-generation solution of the DFS PHOENIX platform — currently operated by AZANS and internationally recognized for its reliability — will be implemented in cooperation with DAS.
    The new systems will significantly enhance digital integration, operational flexibility, and regional coordination capabilities in the management of Azerbaijan’s airspace. The project will support more efficient management of growing international transit traffic flows, increase airspace capacity, and contribute to the sustainable development of Europe-Asia air transport routes passing through Azerbaijan.

    The initial phase of the project will include the modernisation of ATM systems at Nakhchivan and Ganja International Airports. The planned upgrades will significantly improve the safety, efficiency, resilience, and scalability of airspace and airport operations. The new systems will include advanced flight data processing technologies, inter-unit coordination and handover functionalities, as well as enhanced integration mechanisms with the air navigation systems of neighbouring countries.

Together with DAS, we are advancing Azerbaijan’s air navigation systems to a more modern, resilient, and future-ready technological level. Our goal is to establish one of the region’s most advanced and effective air traffic management ecosystems,” said Farhan Guliyev, Director AZANS.
    Technical and integration activities under the project are expected to commence in the coming months, with the first systems planned to be deployed gradually starting from 2027.
    PANSA signs tower system deal with Indra Group
    The Polish Air Navigation Services Agency (PANSA) has signed an agreement with Indra Group for the implementation of the Integrated Tower System (TWR Warsaw), which will serve Warsaw’s Fryderyk Chopin Airport. The Integrated Tower System will be the primary tool for air traffic controllers working in the Warsaw tower (TWR). It will enable precise real-time management of aircraft and ground vehicle traffic within the airport. This will enhance operational efficiency, safety, and usability of air traffic control services provided by PANSA at Warsaw Chopin Airport.
    The Integrated Tower System (ZSW) involves integrating multiple data sources into a single platform, as well as providing entirely new functionalities and tools for air traffic controllers. Standardizing the display of all systems necessary for conducting air traffic control from the tower will enable a precise overview of the traffic situation on the airport apron, the airspace around the airport, as well as the status and information from systems supporting controllers (e.g., weather systems). This, in turn, will lead to a more reliable decision-making process based on accurate data.
    The new system, developed by Indra Group, will be fitted with features that, if necessary, will detect potential conflicts and unsafe situations and alert controllers. This is a key element in maintaining high safety standards amid increasing air traffic, as is integration with the main PANSA systems, which supports a high level of automation and coordination. By providing better monitoring and analysis of the distribution of operations over time, the system will enable more effective traffic planning, further reduce delays, and improve the capacity of Warsaw’s airport; it will also serve as a backup system in the case of a failure. This will help Chopin Airport achieve its declared capacity, meaning it will be able to handle a greater number of aircraft per day. Additionally, the modular architecture and flexibility of the system enable future implementations at other regional airports and at Port Polska (formerly CPK).
