A Ukrainian naval drone self-detonated Friday morning inside Romania’s Black Sea port of Constanța, approximately 1,600 feet from an active oil terminal. No casualties were reported. 

    Ukraine claimed the vessel lost navigational control after coming under Russian electronic warfare systems, a characterization Romania has not independently verified. The detonation is the second security incident on Romanian territory in less than a week and has prompted the European Union’s top official to describe Russia’s conduct as a direct threat to NATO’s eastern flank.

    The unmanned surface vessel self-detonated approximately 100lbs of explosive at approximately 10:30 a.m. local time near berths 77 and 78 of the Constanța port complex. Romanian defense ministry officials confirmed the drone was not part of the country’s military inventory and matched a model in active use in the Ukraine war.

    Authorities activated a red emergency response plan, evacuated the port, and advised local residents to shelter in place. Port workers and nearby crews were evacuated without injury before the blast.

    The drone reportedly became lodged in a pollution-control barrier several hundred yards from the oil terminal before detonating. Romanian coast guard and navy vessels then swept the surrounding waters for additional drifting craft.

    Romanian President Nicușor Dan confirmed Friday that four Ukrainian unmanned surface vessels had entered the broader operational area. One detonated inside the port and a second was detected off the coast of Constanța, while two more drifted approximately 90 miles east of the city, well into the Black Sea.

    Ukraine’s navy acknowledged the incident directly. “While carrying out missions in the Black Sea operational area, one of the Ukrainian Navy’s unmanned surface vessels came under the influence of the enemy’s electronic warfare systems, lost control, and ended up near the coast of Romania,” the Ukrainian Navy stated.

    Dan, attending the EU-Western Balkans Summit in Montenegro when the incident occurred, confirmed that the warning arrived in time for a complete evacuation and said he would convene discussions Saturday with officials responsible for Romania’s maritime defense. 

    He described the naval dimension of border security as “a new subject” requiring immediate attention.
