    Every year, the Copernicus Service summarizes the climate change trends of the previous year; these analyses have clearly shown for years that Europe is indeed the fastest-warming region on our planet.

    According to the 2025 report on the European State of the Climate (ESOTC), published by the Copernicus Climate Change Service (C3S) and the World Meteorological Organization (WMO), Europe remains the world’s fastest-warming continent, where the intensity and frequency of extreme weather events are both increasing. According to the report, the past year was not merely another record-breaking year, but a turning point that makes it clear: climate change is not a future threat, but a structural challenge of our time for the European economy, infrastructure, healthcare, and society.

    Trends

    The past year was not without extreme weather events, yet it was different from 2024: while two years ago rainfall caused the most significant challenges across Europe in the form of flash floods and storms, in 2025 the focus was more on droughts, heat waves, and wildfires.

    Although local floods continued to occur, significantly fewer people were affected (an estimated 14,500) by these events compared to 2024 (more than 400,000). Across the continent as a whole, drought dominated in 2025, suggesting that Europe’s climate is increasingly characterized by extreme fluctuations: massive floods one year, historic droughts the next.

    1. Near-record warming and extreme heatwaves

    One of the key findings of the 2025 report is that at least 95 per cent of Europe experienced a warmer-than-average year. The continent’s rate of warming remains roughly twice the global average.

    Dramatic anomalies were particularly evident in Northern Europe: in the subarctic regions of Norway, Sweden, and Finland, temperatures above 30 degrees Celsius were recorded for three weeks within the Arctic Circle. At the same time, Hungary has also been particularly affected by warming: in parts of Central and Eastern Europe, warming is much more significant than in Western Europe.

    Heat waves have not only become more frequent, but also longer and more intense. The heat wave in July 2025 lasted 25 days and was recorded by experts as the second most severe heat wave in Europe. In the Mediterranean region, the number of days with extreme heat stress reached a historic high.

    2. Marine heatwaves and record-breaking ocean temperatures

    In 2025 surface temperatures in European seas broke records for the fourth consecutive year. More than 80 per cent of marine areas were affected by marine heatwaves, while ‘severe’ or ‘extreme’ warming occurred in more than a third of the areas studied.

    This trend is not merely an environmental problem. Damage to marine ecosystems threatens fisheries, tourism, and coastal economies. Warming oceans also increase atmospheric humidity, which can lead to more intense storms and extreme precipitation events.

    3. Drought and water shortages

    2025 was one of the driest years in Europe in terms of soil moisture since 1992. In May, drought affected 53 per cent of the continent. Annual water flow remained below average in 70 per cent of European rivers. There are no specific data for Hungary, but according to a May assessment, drought had already affected 90 per cent of the country by that point.

    Water scarcity could have particularly severe consequences for agriculture and energy production. The decline in hydropower generation, the increase in irrigation needs, and the issue of drinking water security are taking on an increasingly geopolitical and economic dimension.

    4. Record-breaking wildfires

    In 2025 more than 1 million hectares of land burned in Europe, breaking all previous records. The Iberian Peninsula suffered the most damage, with Spain being particularly hard hit.

    The increase in wildfires poses a problem on multiple fronts. On the one hand, it causes direct economic and social losses; on the other hand, it reduces Europe’s natural capacity for carbon sequestration, further accelerating climate change. Furthermore, these events contribute to a drastic decline in natural habitats.

    5. A drastic decline in snow and ice cover

    In March 2025 snow cover in Europe was approximately 30 per cent below average. Glaciers lost mass across every European region, and Iceland suffered its second-largest glacial mass loss. The Greenland ice sheet lost 139 gigatons of ice in a single year, which alone contributed 0.4 mm to global sea-level rise. Long-term consequences include increased vulnerability of coastal infrastructure and the destabilization of Arctic ecosystems.

    There are numerous underlying causes behind all these trends. According to Copernicus data, atmospheric carbon dioxide and methane concentrations continue to rise despite the many emission reduction programmes currently in place in Europe.

    In addition, urbanization is also exacerbating climate change, as a significant portion of European cities still lack adequate adaptation strategies, meaning that the urban heat island effect, the reduction of permeable surfaces, and ageing infrastructure are worsening the situation. At the same time, drastic changes in atmospheric and oceanic currents are also contributing to the intensification of these trends.

    Prospects

    The 2025 report (like previous ones) makes it clear that certain climate impacts are now inevitable. Europe must therefore accelerate its decarbonization efforts in light of rising greenhouse gas concentrations.

    A positive outcome is that in 2025, nearly half of Europe’s electricity generation came from renewable sources, with Hungary emerging as a leader in this area. However, significant focus must also be placed on adaptation. Water retention, flood protection, heat-resilient infrastructure, and healthcare systems are indispensable elements of this process.

    The costs of extreme weather events—damage to infrastructure, insurance losses, and reduced productivity—are placing an increasingly heavy burden on European economies. Climate protection is thus not merely an environmental policy issue, but also a matter of competitiveness and security.

    Overall, the 2025 report serves as a clear warning: Europe has entered an era of persistent climate instability. Following the record-breaking year of 2024, 2025 is no longer an exception but the new norm. The defining question for the coming years will be whether European decision-makers will be able to transform the current reactive crisis management into a proactive, long-term climate adaptation and emissions reduction strategy.
