A fresh SIB alert reveals coordinated data collection targeting Moldovan citizens, hinting at imminent fraud risks and financial theft.

    The Information and Security Service of Moldova (ISS) said on June 17 that Russian intelligence services are systematically collecting the personal data of Moldovan citizens for use in fraudulent operations.

    According to official warnings, data collection is carried out in various ways: through private databases illegally sold on the dark web, through databases to which access was obtained unlawfully, and also through a database compiled by the organized crime group “Shor” over the past years, containing information about approximately 145,000 citizens.

    Overall, according to the ISS, the Russians obtained detailed databases containing full information about individuals, including passport data and phone numbers.

    The agency notes that the collected information is subsequently handed over to cross-border organized crime groups for use in fraudulent schemes, theft of money from bank cards, and other fraudulent activities connected with cash theft.

    These actions are not isolated but form part of Russia’s hybrid war against Moldova, aimed at undermining national stability. The goal of such cyberattacks is to sow a sense of insecurity and distrust in society.

    Context and practical recommendations

    The public is urged not to provide their personal data to unknown individuals or little-known companies that promise investment opportunities with quick profits, and not to disclose confidential information, including phone or bank card data.

    Also the agency informs that on June 15 the European Council adopted a decision to impose restrictive measures against six persons responsible for destabilizing actions, undermining or threatening the sovereignty and independence of the Republic of Moldova.

    In this context, national authorities urge adherence to basic digital security and caution regarding whom you share personal data with, to minimize the risks of fraudulent schemes and financial losses.
