Lithuania Assigns Stamp Issuance to Lithuanian Post

Lithuanian President Gitanas Nausėda has signed amendments to the Postal Law assigning postage stamp issuance to Lietuvos paštas, the state-owned postal operator. The company will be responsible for organising the issuance, accounting and control of postage stamps.

The amendments were initiated by Lithuania’s Ministry of Transport and Communications. The Government approved the decision in May, and the Seimas, Lithuania’s parliament, approved the amendments in late June.

Acting Transport and Communications Minister Juras Taminskas said postage stamps are more than a payment tool for postal services.

“Postage stamps are not only a means of payment for postal services, but also a symbol of the state, giving meaning to the country’s history, culture and most important events. Their issuance, accounting and control are closely linked to the implementation of state functions, the formation of the international image, ensuring public trust and consumer protection,” Taminskas said.

According to the ministry, placing stamp issuance, accounting and control under Lithuanian Post should make responsibility in this area clearer and more efficient.

The amendments do not directly change everyday use of postal services. Postage stamps will continue to be used as payment for postal items.

The main change is institutional: Lithuanian Post will be the body responsible for managing stamp issuance and control. The ministry says this should help organise planning and accounting more effectively and reduce fragmented responsibility.

Lithuania issues about 15 to 20 postage stamps each year. Their themes are approved annually by the Postage Stamp Issuance Commission.

Future stamps are expected to continue reflecting Lithuania’s history, culture and current events, while practical responsibility for their production and oversight will be concentrated within Lithuanian Post.
