The 14th National Committee of the Chinese People’s Political Consultative Conference (CPPCC) held its 48th biweekly consultative meeting in Beijing on July 31, focusing on deepening the implementation of the “AI Plus” initiative.
Wang Huning, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the CPPCC National Committee, presided over the meeting.
Wang said that since the 18th CPC National Congress in 2012, the CPC Central Committee has attached great importance to the development of artificial intelligence (AI), kept abreast of trends in AI technological development, strengthened top-level design and policy planning, and introduced a series of measures to promote an overall and systematic improvement in China’s AI strength.
He called on CPPCC members to implement the major tasks set out by the fourth plenary session of the 20th CPC Central Committee and the outline of the 15th Five-Year Plan (2026-30) on accelerating innovation in AI and other digital and intelligent technologies, and to focus their efforts and suggestions on key priorities.
Wang noted that advancing the “AI Plus” initiative is a major strategic decision made by the CPC Central Committee in response to the trends of a new round of scientific and technological revolution and industrial transformation.
He urged CPPCC members to focus on key issues related to the initiative, including enhancing independent AI innovation, promoting the application of AI across industries, and preventing risks arising from AI development. CPPCC members should conduct in-depth research and surveys and offer suggestions on areas such as strengthening underlying support systems, expanding the scope and depth of applications, developing regulatory frameworks, and fostering an open innovation ecosystem, he said.
He called upon scientists and entrepreneurs among CPPCC members to leverage their professional expertise and play a greater role in advancing the “AI Plus” initiative.
Twelve CPPCC National Committee members spoke at the meeting. They agreed on the need to improve policy systems and industrial development planning, promote the widespread application of AI, and coordinate the transformation and upgrading of traditional industries, the growth of emerging industries and the forward-looking development of future industries.
They also stressed that efforts should be made to balance AI development and security, improve regulatory measures, conduct regular risk monitoring and early warning, and safeguard the bottom line of AI security.
The participants called for expanding international cooperation on AI and leveraging multilateral platforms to promote the establishment of a fair and equitable global AI governance system.
Vice-chairpersons of the CPPCC National Committee Hu Chunhua, Wang Yong, Gao Yunlong, Chen Wu, Wang Dongfeng and Zhu Yongxin attended the meeting. Officials from the National Development and Reform Commission, the Ministry of Science and Technology, and the Ministry of Industry and Information Technology gave briefings at the meeting on related work and held consultations with CPPCC members.
