China’s growing military actions are Japan’s top security challenge and “must be addressed through overall national strength and cooperation with allies and like-minded nations,” according to Tokyo’s annual defense report released Tuesday.

    The glossy defense white paper, which received Cabinet approval the same day, is packed with a record 598 pages of assessments detailing the increasingly volatile regional security environment.

    Featuring an anime-style cover, it also includes links to short movies offering explanations about defense policy for the first time, as the Defense Ministry looks to reach a broader audience ahead of a planned revision of the nation’s three key security documents this year.
