Kosovo’s Ministry of Internal Affairs has declared Telekom Srbija CEO Vladimir Lucic a persona non grata.
The decision came a day after Lucic visited an MTS company branch in North Mitrovica.
The decision was signed by Kosovo’s Minister of Internal Affairs in a caretaker capacity, Xhelal Svecla, and took effect immediately.
Under the decision, Lucic has been barred from entering the territory of Kosovo.
The decision states that, through his public statements, he expressed views which, according to the Kosovo Ministry of Internal Affairs, are aimed at “directly undermining the sovereignty, territorial integrity and constitutional order of Kosovo”, while publicly promoting and supporting actions and policies that challenge the authority of Kosovo’s institutions, Kosovo Online reports.
The decision specifically refers to the telecommunications sector, including telecommunications infrastructure.
It adds that the decision was made pursuant to provisions of the Law on Foreigners and took effect on the date it was signed.
Modernization of fixed-line services announced
It should be recalled that Lucic visited an MTS branch in North Mitrovica on Thursday, where he announced the modernization of fixed-line telephone services in Kosovo’s predominantly Serb-populated areas, as well as the construction of new company facilities in several municipalities.

On that occasion, Lucic said that the issue of mobile telecommunications across the entire territory of Kosovo remains unresolved, noting that Pristina has failed to fulfill its obligation under the Brussels Agreement concerning the launch of a tender for a third license.
He also said that the company does not plan to leave the area.
“I have not yet received official information”
Telekom Srbija CEO Vladimir Lucic said he had not yet received official information that he had been permanently barred from entering the territory of Kosovo and Metohija or that Pristina had declared him a persona non grata. However, if that is indeed the case, he said he deeply regretted the decision and would challenge it through all available legal means.
“Especially bearing in mind that I personally pushed for greater investment in that territory and the creation of new jobs. Throughout all these years, I have maintained the same position in my public appearances regarding the conduct of the current administration, and in my most recent statements I did not say anything new other than indisputable facts”, Lucic told Tanjug.
He added that he would use all available legal means to challenge such a decision, which he hoped would, if confirmed, be withdrawn quickly.
