European Commissioner for Enlargement Marta Kos announced that Montenegro is in the final phase of negotiations on accession to the European Union (EU), and that unity and stability on that path are key to reaching the goal.

She stated on the social network X that she spoke by phone with Prime Minister Milojko Spajić about the remaining steps in the accession process.

“For the successful conclusion of the negotiations, it is crucial to preserve political unity and stability in Montenegro, maintain momentum in implementing remaining reforms, and intensify efforts to improve good neighborly relations,” Kos said in a post on Iks.

This is another in a series of messages from European addresses to political actors in Montenegro to dedicate themselves to finalizing EU integration.

Kos addressed the public after yesterday’s events when the parliamentary session, which was supposed to discuss the dismissal of the Speaker of the Parliament Andrija Mandić, was not held, and Mandić did not allow the TV broadcast of the quorum determination and the media entry into the plenum. The opposition then announced that they would not cooperate with the Government and the parliamentary majority until the session is held, which means that there is no majority for new amendments to the Constitution.

The European Parliament’s rapporteur for Montenegro, Marjan Šarec, called on Montenegrin MPs in a press release earlier today to keep in mind the responsibility they bear towards the institutions, towards the country’s European future and, above all, towards the citizens they represent, regardless of which side of the hall they sit on.

The European Commission also issued a statement today, saying that, in the final phase of Montenegro’s accession negotiations, it is essential to maintain focus and broad political support for the remaining reforms, especially in the area of the rule of law.

Montenegro has opened all 33 negotiation chapters, while 18 have been provisionally closed so far. The European Commission announced in July that, following the closure of chapters 8 and 29, it continues to monitor progress in the alignment and implementation of the EU acquis.

At a meeting of the Government and the negotiating structure with representatives of the EU Council Working Group on Enlargement (COELA) yesterday, it was announced that there is support for completing the negotiation process by the end of this year, as well as for achieving full membership of Montenegro in the EU in 2028.
