So it is up to the Council to foot the bill for two losers to have a baby whilst homeless and living on a fucking bed, the father has mental health issues and an alcohol problem, and mother has no right to reside in UK. How about no.

Might sound heartless, but they’re non British and homeless. They should be deported.
They should be taken to the Honorary Consulate of the Czech Republic in Cardiff, then they can be helped by their own country to return home.
