This is a grim situation all around.
I am surprised child endangerment doesn’t lead to deportation? I’m not an immigration expert (and I don’t even pretend to be one on the internet!) but this line confuses me:

So do the parents have this status and the children don’t? That sounds like an absurd situation but it’s strange wording.

I see two possible scenarios. Both absolutely horrible :
1. Due to the the riots the children were sent back to an abusive environment. So basically, being violent was proven to be an effective strategy.
2. The children were unjustifiable taken away from their family and now they are returned.

1. Kids are removed from parents’ home after a baby has ‘unexplained injuries’. They are taken to live with extended family. There are no concerns with them living there.
2. There is a concern that the children will be removed from the country. Kids are removed from the extended family.
3. Kids’ passports are handed in. As there is no longer a concern the kids are going to be removed, they are returned to the extended family they originally had no concerns about them staying with.
Makes sense to me. I don’t see this as a ‘rioters winning’ situation (although I’m sure they’ll see it that way, unfortunately), but more ‘family forced to do what they initially refused/were unable to, in order to get the kids back’.
