Russian elites consist of former soviet poorly educated (because of censorship and propaganda), near-criminal, hierarchy-thinking people, therefore very unprofessional. That could do everything at all only by compensating own incompetence by hundreds of billions of dollars of rental (raw resources) profit per year.
Now the main source of such “incompetence compensations” – China and India economics.
Therefore, Russia will use nukes only if China and India will demonstrate that “use of WMD it’s not a big deal.” Which they will not demonstrate because right now, because of the accelerating technological progress, all countries of the World, including tens of China and India neighbors, are rapidly improving technologies that can be used in WMD-creation.
IMHO, right not for Ukraine very profitable so that Russia used nukes. It allows for millions of Ukrainians to move from the current slaughter by 4 nuclear states, with economic help of 3+ nuclear states, to creation of own WMD. At least, as shown 2008-2024 years, one and only real security guarantee.

Look at such risk from the position of Game Theory and Moldova:
1. Russia has nukes, but not use them = Russia could kill almost all Moldavian, but that all (except ability to use WMD-blackmail/racketeering).
2. Russia use nukes to kill all Moldavian = Moldavian (and other Russian enemies like 3-5 million Circassians) automatically (in context of future decades and scientific wonders) get opportunity to kill almost all Russians = “by numbers” Moldovan cause greater damage and win.

I think he’s old and a sore loser. If things go super sideways, I could see him launching nukes out of sheer pettiness: “If I can’t win no one will!”
This is why it is paramount to remove him from office ASAP and bring him to The Hague.

They would resume ballistic missile testing and above-ground testing first, in order to avoid an embarrassment. The flip side is that will give the world a strong signal of what he’s about to do.
Hopefully that strong signal wouldn’t be hand-waved and ignored like in 2022.

1. Putin orders a launch – the generals refuse, putin dies
2. Putin orders a launch – the generals launch, the nuke fizzles, putin dies.
3. Putin orders a launch – the generals launch the nuke works. NATO removes every russian outside russia and china drop their support. Putin may not die but russia is fucked.
