For the eleventh time, Kosovo’s
attempt to elect a president of the new parliament as a result
of the legislative elections on February 9th failed. Prime
Minister Albin Kurti’s majority party, Vetevendosje
(Self-determination, VV, nationalist left), proposed using a
secret ballot. At the same time, since the beginning of voting
in the chamber on April 15, Vetevendosje’s presidential
candidate, Albulena Haxhiu, has been rejected on several
occasions, having failed to obtain the required 61 votes for
election. A new attempt is scheduled for May 7. The
post-election constitutional process and formation of the new
government cannot proceed without the election of the president
and vice-presidents, as well as the completion of the new
    parliament’s organisational chart.
