Does anyone know why San Gwann was moved to the Northern Region?

My first thought was that it was for population reasons but it doesn’t make sense as the regions have wildly different populations. Its also the seat for the Eastern Region despite not being part of it? I guess the administrative buildings would still be there so its a matter of convenience I’m just really curious as to why San Gwann of all places
