You parked in C/ Basamortu, km12, and it was marked as illegal to park there.
Pay the fine and go home.

You were in a town called Mundaka, it’s Basamortu street nr 12.
To be honest is not clear to me where you could had been parked as I can’t even find nr 12 in street view.
They usually leave the ticket in the windshield.

Yes the city hall local police sues your rental company. (Owner of the vehicule) 38 € now or 78 if late pay. Search at Google Maps this address: basamortu number12 or km 12. Maybe you oarked over the yellow line disabled people,s space or blocking any entrance.
