Reconstructions should not be done, unless in certain exceptional circumstances, such as war or natural disasters. The international conservation doctrine is quite clear about this. I think more care should be devoted to repair and refurbish the existing structures and buildings, which seem to be in a bad condition. Tbilisi is still beautiful though. I hope to visit soon.
Pretty sure Mtkvari had lower level when those buildings were there, you would need to go through so many hoops to bring those buildings back, at that point is it worth the investment? I can probably think of a lot of better projects that can be done compared to that…
There was actually a plan at some point to reconstruct some of the historical buildings at Metekhi. One embankment is already in a tunnel at that point and the other one could easily be made a tunnel for a short period at least. But I think there was some controversy about reconstructing the old mosque and it never got past planning stage.
Dresden reconstructed entire neighborhoods in the original traditional style after the war, and it was a *massive* success.
We can and should follow suit and rebuild as it was.
