1. Kosovo was not invited due to fears of political escalations from serbian if kosovo was invited.
2. Our military decided that they could not afford the costs of sending and accommodating dozens to hundreds of men in a foreign country(our military can barely afford to feed the trainees in the country let alone send them somewhere else)

Kosovo has undergone a “soft” coup. There is no legitimate government, no functional parliament, and any participation at such an event would only be used for propaganda purposes by the populist in “power”.
The country has lost all sense of direction and is slowly succumbing into isolation.
