That was an expected move when they decided to launch Crew-9 with just two people to return the Starliner crew.
The pilot (Michael Fincke) and one mission specialist (Kimiya Yui) were assigned to Starliner-1 in 2022-2023 or so. That mission keeps cycling through astronauts as they get reassigned to Dragon after some time.
