Dzień dobry! This is a shorter post, because I wanna ask whether out of all the skyscrapers from Osiedle, Warszawa, are open for tourists or if they’re all just business buildings. I ask because I would like to get inside one, go to the top floor and see the city from up there. I think it’d be a beautiful view. Or perhaps the Palace of Culture and Science can offer that experience too? Idk, let me know in the comments, because I’m really curious.

What you are looking for is called ‘taras widokowy’.
The one in the Palace is not the only one. I remember these below but there will be more available if you search the term ‘taras widokowy warszawa’ .

Biblioteka Uniwersytetu Warszawskiego
Centrum Nauki Kopernik
The last two are lower buildings tho.
In Marriott/ new name is presidential I think? There’s a cafe on the last floor which isn’t crazy expensive, like below 50 zloty you can buy some cheaper stuff the view is beautiful for sure
