Do i read it correctly that the cost is 4 PLN which is equal to 1 euro ?

That is correct.
Scans in the National/State Archives cost 2 PLN per scan, if it doesn’t require a lot of time for searching for the archivist – in which case you would have to pay additionally for the search.
Yes, remember that you have to pay in PLN, they wont accept payment in euro
