Acting Minister of Justice, Albulena Haxhiu, said today that the state of Serbia not only misuses official visits to Kosovo through its officials by inciting hatred and division, but also continues its propaganda even after agreements with the institutions of the Republic of Kosovo for a plea bargain, as in the case of Igor Popović.
Minister Haxhiu’s reaction comes today after it was reported that the Serbian Ministry of Justice has stated that Serbian Government official Igor Popovic signed “under pressure, and not of his own free will” an agreement with Kosovo prosecutors to plead guilty to inciting discord and intolerance.
Following such a statement by the Serbian Ministry of Justice, Kosovo’s Minister of Justice, Albulena Haxhiu, said that Serbia must understand that the Republic of Kosovo is a democratic country, where justice reigns and human dignity is guaranteed, and where powers are clearly separated.

The Serbian Ministry of Justice has come up with another false accusation, saying that its official Igor Popović pleaded guilty under pressure. Otherwise, Igor Popovic, assistant director of the so-called “Office for Kosovo” in the Government of Serbia, has been found guilty in the Basic Court in Pristina, Special Department, of the criminal offense of inciting ethnic discord and hatred.
The court imposed a sentence of 6 months in prison, which was replaced with a fine of 3 thousand euros and an additional sentence, expulsion from Kosovo for a period of two years.
In this case, the court approved the plea agreement between him and the Special Prosecution Office of the Republic of Kosovo.
Popović was arrested on July 19 at the Brnjak border crossing and is accused of having delivered a public speech with inflammatory content in Rahovec on July 18, 2025, spreading hatred and intolerance between ethnic groups in Kosovo. /Telegraph/
