Looks to me like those neons are on the facade of Emilii Plater 53. I’m not sure the building has a specific name.
I love OSINT challenges. Took me a while, would have been faster knowing that you took the photo from Ether Rooftop Bar. What you highlighted in red is the [Cosmopolitan Twarda](https://en.wikipedia.org/wiki/Cosmopolitan_Twarda_2/4) skyscraper. Here on a photo from a google maps
