I have made a series of maps in Spain that divide the provinces into two groups of 26.
The average is the entire national value divided between 52 and the median are the provinces that would be missing to reach 26.

Ya están teniendo problemas para unificar Don Benito y Villanueva de la Serena como para unificar provincias.
