It means that while Russia is not concerned about this legislation, the USA is. It might interfere with the transformation of Georgia into a second Ukraine in the vain hopes of maintaining the US hegemony. Fortunately the USA is losing teeth and treasure all over the world, which is why they can’t really do much but hiss and spit for now, hoping to launch another rose coup in the future. With a great deal of luck and this legislation, that may not happen, and the world will change without more war and destruction overtaking Georgia. At least, we can hope.
