The Ukrainian government has submitted to the Verkhovna Rada an agreement between Ukraine and Switzerland regarding cooperation in the post-war reconstruction process for ratification. The agreement, signed during the Ukraine 2025 Reconstruction Conference in Rome, establishes a legal framework for long-term support of Ukraine’s critical infrastructure.
According to the document, Switzerland, which views Ukraine’s reconstruction as one of its strategic priorities, plans to allocate CHF 5B ($6.35B) by 2036. This assistance is non-repayable financial and technical support that will be used to purchase goods and services from Swiss companies. The funds will be directed toward strengthening key sectors such as energy, transport and mobility, mechanical engineering, construction, water supply, and emergency prevention and response.
The agreement also provides a transparent mechanism for project selection through public procurement under Swiss law. Special attention is given to the impact on the recovery process, contribution to achieving sustainable development goals and the green transition, job creation, and professional training for Ukrainian specialists.
