Lecornu says he couldn’t go forward because opposition parties didn’t realize how big a break it was with past policy when he said on Friday that he wouldn’t use the constitutional measure to pass bills without a vote, known as article 49.3.

He said that all parties also acted as if they had a majority in parliament and refused any compromise.

Finally, he said that the internal dynamics among parties that support the government wasn’t “fluid enough.”
