Police intercept 250kg heroin shipment ($28M street value) concealed in wet wipes packaging, detain 2 previously convicted Georgian nationals

Is this mafia in action?  Are they the big drug runners in Georgia?  Those numbers would require a very wealthy individual(s) to make payment on a load that size.  

They are just killing the competition, I have not heard anyone being arrested with fentanil, but many young people have died already because they sell it as mdma, cocaine or whatever.
