Well, an easy solution is taxation. Same thing as Japan is doing, tax car owners annually based on engine size. It is that simple, it will reduce the amount of cars bought and sold and also will demand to have smaller cars with smaller engines.

Same old public transport: both inside the city and outside of it. Dighomi, Vashlijvari, Avchala, a good chunk of Nadzaladevi-Vazisubani, and a lot more have no other means of communication with the city center. And once you want to go somewhere past Gldani or Varketili, there’s even less options. A single tram line for Didube-Dighomi in several years just can’t be enough
