If Economists succeed where the Bund is failing, the power clearly has shifted too much.
Even if true and we get a 15% like the EU, that doesn’t mean it’s permanent; the Tangerine might change his opinion based on anything or nothing.

President Trump is basically (successfuly) obtaining better trade conditions from most countries. Even if some of it might be PR.
