The unions will want their RPI+1 pay rise regardless, so curious where the money will be coming from.

Note that this only applies to regulated fares – fares that are directly set by the DfT. Regulated fares are usually flexible tickets like off peak, anytime, or season tickets.
Unregulated fares (like advance tickets and first class tickets) can still go up, depending on the exact terms of the franchise agreement/management contract that the TOC has with the DfT.

Thank heavens! Don’t worry everyone, they’ve frozen the rail prices at exorbitant cost, it’s all ok now! You can keep paying astronomical prices without fear of it becoming completely impossible to travel! Someone flew from Manchester to Barcelona and then back into London for less money than the train would have cost but that’s normal! The prices are frozen, thank the Maker! The capitalist hellscape is in place for one more year! Rejoice!
