I think it’s also interesting to look at the size of some of the cities (listed on the source). spots 4,5, and 6 are much larger cities by square miles the three above it. Kuala Lumpur is impressive because of how small of a city it is (number 8 on the list).

Hong Kong, shenzhen and guangzhou are right next to each other. Macao is also in the same area. Probably the most developed area on earth.
