Elezi: The deadline for registering voters outside Kosovo begins on Wednesday

The Central Election Commission has announced that on November 26, the period for registering voters outside Kosovo to vote in the early elections for the Assembly of Kosovo, which will be held on December 28, will begin.
CEC spokesperson, Valmir Elezi, has provided details about the voter registration period outside Kosovo, which will conclude on December 6.
“During this 11-day period (November 26 – December 6, 2025), all citizens of Kosovo living abroad may apply to register as voters outside Kosovo. The application can be made through (1) the CEC electronic platform https://diaspora.kqz-ks.org or (2) by mail by sending the application to the CEC mailbox in Kosovo,” he told RTK.
Elezi has indicated that at the moment of registration, voters can individually determine how they will vote.
“(1) to vote physically at one of the diplomatic missions of the Republic of Kosovo; (2) by sending the ballot by mail to the CEC mailbox in Kosovo; or (3) by sending the ballot by mail to one of the mailboxes opened by the CEC outside Kosovo”.
Elezi also explained that in the event that the maximum number of voters at the diplomatic mission is reached, according to the principle of the time of application, the applicant will be instructed to register for other methods of voting by mail.
According to the deadlines set by the CEC, voting at diplomatic missions will be held on December 27, 2025, one day before election day in Kosovo. Meanwhile, voting by mail will begin on December 12 and end on December 27, 2025.
