Latvia’s natural gas consumption continued to decrease to 5.9 terawatt-hours (TWh) in the first nine months of 2025, down 6 percent from the same period last year, according to the latest financial report from Conexus Baltic Grid. Conexus is the country’s unified transmission and storage operator.
Despite lower demand, the Inčukalns Underground Gas Storage facility remains well stocked: by the end of September, 13.9 TWh had been injected. This is a 28 percent decrease on the previous year but still comfortably above Latvia’s typical annual consumption of around 8 TWh. This volume ensures reliable supply for the domestic market and supports regional stability across the Baltic states and Finland, according to the company.
For the 2025/2026 storage cycle, 17.4 TWh has been reserved at Inčukalns. This is equivalent to 70 percent of the facility’s technical capacity. Of this total, 1.8 TWh is reserved specifically as Latvia’s energy security buffer.
