Malta has led the largest Maltese business delegation ever to visit China, with more than 80 representatives from the property and real estate sectors participating in an initiative organised by the Property Malta Foundation, the government said in a statement.  

The delegation was headed by Jonathan Attard, Minister for Justice and the Reform of the Construction Sector. 

Delivering the keynote address at the opening of the LPS Shanghai Luxury Property Exhibition, Minister Attard positioned Malta as a strategic gateway for international investors and reaffirmed the country’s dedication to transparency, sustainability, and high-quality standards.

“Malta is open for business,” Minister Attard said. “Events like LPS Shanghai are bridges that connect economies, cultures, and people. They allow us to share Malta’s story and invite you to be part of it. We welcome investors who share our vision for sustainable growth and innovation.”

The Minister highlighted Malta’s stability, quality of life, and robust legal framework as key strengths supporting a resilient economy and an increasingly attractive property market. He noted that Malta offers strong long-term value and lifestyle advantages for investors seeking both financial and personal returns. “Property Malta is at the heart of our transformation,” he added. “It is promoting Malta globally while supporting reforms that strengthen trust and integrity in the sector.”

Minister Attard also referenced recent findings by KPMG, which confirm the property and construction sector’s contribution to Malta’s economy. When indirect effects are included, the sector accounts for nearly 14% of Malta’s Gross Value Added and employs thousands, acting as a driver for innovation, sustainability, and improved quality of life, the statement read.

Key initiatives highlighted in Shanghai include the soon to be launched dynamic Property Price Register providing detailed transaction data, the work on the introduction of a National Building and Construction Code to enforce safety, quality, and sustainability standards, and ongoing regulatory reforms to strengthen professionalism and integrity in contractor and agent licensing and classification. 

Sandro Chetcuti, Chairman of the Property Malta Foundation, expressed his satisfaction with the strong turnout of the Maltese delegation. “I am pleased to see such a large delegation, and proud that new connections are being built to jointly promote our country, and the investment opportunities Malta has to offer. I would like to thank Minister Attard for his support and backing of Property Malta’s initiatives, including international exhibitions such as this one in Shanghai.”

Minister Attard invited attendees to visit the Malta Pavilion, meet representatives of the Property Malta Foundation led by Chairman Sandro Chetcuti and explore the expanding opportunities Malta offers to global investors. 

The Maltese delegation also expressed its gratitude to Lisa Azzopardi, Consul General of Malta in Shanghai, and her dedicated team for their invaluable support and collaboration.
